Personal Sponsorship and Postal Verification Requirement for Non-Permanent Visa Holders

Section 1.
All individuals entering the United States on non-permanent visas shall be required, prior to entry, to have a sponsoring citizen of the United States who shall provide:
- A verifiable physical mailing address registered with the United States Postal Service; and
- An operational landline telephone number associated with said address.
The sponsoring citizen shall register this information with an official Passport Acceptance Facility prior to visa approval.
Section 2.
Sponsorship applications must be completed individually for each non-permanent visa applicant. Sponsorship of multiple individuals shall require separate individual applications and liabilities for each person sponsored.
Section 3.
Organizational employees acting on behalf of an institution, such as nonprofit, business, or government entities, may identify their employer for logistical coordination purposes but shall assume personal liability identical to that of private citizens. No entity or organization may assume liability in lieu of an individual citizen sponsor.
Section 4.
Should a non-citizen fail to comply with the conditions of their visa, including timely departure, the sponsoring citizen shall be held financially liable for penalties associated with the breach, including, but not limited to, fines, reimbursement of enforcement expenses, and potential future restrictions on sponsorship privileges.
Section 5.
The United States Postal Service shall be responsible for maintaining an official registry of sponsor addresses and providing verification support for compliance and enforcement purposes.
Section 6.
The Postmaster General shall coordinate directly with Immigration and Customs Enforcement to facilitate the backend processing of visa sponsorship applications submitted by United States citizens. Upon preliminary approval by Immigration and Customs Enforcement, visa issuance shall be completed through the United States Postal Service.
All visa documents and approvals shall be transmitted from the United States Postal Service to:
- The visa applicant (physical delivery)
- The United States Customs and Border Protection
- The United States Army
- The United States Marshals Service
- The Transportation Security Administration
All transmissions shall occur via a centralized database maintained and secured by the United States Postal Service for the purposes of visa verification, immigration enforcement, and national security operations.
Section 7.
All non-permanent visa holders shall be subject to a daily visa fee payable upon entry and thereafter on a recurring basis until departure from the United States:
- One hundred dollars ($100.00 USD) per day for entries conducted via land border crossings.
- Two hundred fifty dollars ($250.00 USD) per day for entries conducted via air or sea ports of entry.
Visa fees shall be collected and administered by the United States Postal Service and transmitted to the United States Treasury, with allocations designated for enforcement and compliance infrastructure. Nonpayment shall constitute a violation of visa conditions, subject to enforcement action against both the visa holder and the sponsoring citizen.
