Executive Summary

In the interest of reinforcing the American ideals of transparency, accountability, and civic engagement, I respectfully propose the formation of an Independent Citizen Investigative Body (ICIB). This entity would serve as a volunteer-led, nonpartisan watchdog organization aimed at investigating issues of public concern where existing oversight mechanisms may be insufficient, delayed, or politically conflicted.

An initial appropriation of $5,000,000 is requested to establish the ICIB, develop operational guidelines, acquire necessary equipment, and launch pilot investigations within the first operational year.


Purpose and Rationale

Faith in government institutions is foundational to a healthy Republic. However, increasing public skepticism toward political, financial, and even law enforcement institutions demands a proactive solution. The ICIB will:

  • Empower citizens to lawfully investigate potential misconduct.
  • Foster trust by producing fact-driven, transparent public reports.
  • Act as a complementary oversight mechanism—not a replacement—for existing watchdogs.
  • Protect against institutional complacency and corruption through independent verification.

This proposal ensures the body remains nonpartisan, transparent, and operates strictly within constitutional limits.

  • Conduct preliminary investigations based on citizen complaints, whistleblower reports, or media investigations.
  • Publish detailed findings in publicly accessible formats.
  • Refer serious findings to appropriate authorities for action (DOJ, State AGs, Inspectors General, etc.).
  • Host workshops to train volunteers on ethical investigative techniques, FOIA procedures, and constitutional rights.
