Budget Proposal for Independent Citizen Investigative Body

Budget Proposal for Independent Citizen Investigative Body

Budget Proposal to Establish an Independent Citizen Investigative Body

Submitted to: United States Congress
Submitted by: Killian Yates
Date: April 26, 2025

Executive Summary

In the interest of reinforcing the American ideals of transparency, accountability, and civic engagement, I respectfully propose the formation of an Independent Citizen Investigative Body (ICIB). This entity would serve as a volunteer-led, nonpartisan watchdog organization aimed at investigating issues of public concern where existing oversight mechanisms may be insufficient, delayed, or politically conflicted.

An initial appropriation of $5,000,000 is requested to establish the ICIB, develop operational guidelines, acquire necessary equipment, and launch pilot investigations within the first operational year.

Purpose and Rationale

Faith in government institutions is foundational to a healthy Republic. However, increasing public skepticism toward political, financial, and even law enforcement institutions demands a proactive solution. The ICIB will:

  • Empower citizens to lawfully investigate potential misconduct.
  • Foster trust by producing fact-driven, transparent public reports.
  • Act as a complementary oversight mechanism—not a replacement—for existing watchdogs.
  • Protect against institutional complacency and corruption through independent verification.

This proposal ensures the body remains nonpartisan, transparent, and operates strictly within constitutional limits.

Scope of Activities

  • Conduct preliminary investigations based on citizen complaints, whistleblower reports, or media investigations.
  • Publish detailed findings in publicly accessible formats.
  • Refer serious findings to appropriate authorities for action (DOJ, State AGs, Inspectors General, etc.).
  • Host workshops to train volunteers on ethical investigative techniques, FOIA procedures, and constitutional rights.

Initial Budget Request: $5,000,000

Category Cost Estimate
Legal Structuring (501(c)(3) setup, compliance consultations) $150,000
Investigative Equipment (field recording devices, secure storage, encryption tools, mobile operations units) $1,000,000
Digital Infrastructure (secure website, cloud hosting, communications software, cyber security) $500,000
Volunteer Training Materials (comprehensive manuals, workshops, certification programs) $250,000
Public Awareness and Recruitment Campaigns (national advertising, town halls, social media strategy) $750,000
Investigative Staff Salaries (project managers, senior investigators, compliance officers) $1,500,000
Operational Reserve (FOIA fees, legal aid, travel expenses, whistleblower protection resources) $850,000

Oversight and Accountability Plan

  • Quarterly public reports disclosing expenditures, activities, and outcomes.
  • External financial audits conducted annually by independent firms.
  • Volunteer-led ethics board to review all major investigative actions prior to publication.
  • Strict conflict-of-interest disclosures required for all participants and leadership.

Projected Outcomes

  • Increased civic trust through independently verified information.
  • Enhanced public pressure for ethical governance across all sectors.
  • Empowered citizenry via training and education in constitutional oversight.
  • Deterrence of corruption by maintaining an external investigative threat.

Conclusion

The American Republic depends on an informed and engaged citizenry. By approving this modest investment of $5,000,000, Congress would be demonstrating its commitment to empowering the American people to lawfully and constructively participate in governance and accountability. The Independent Citizen Investigative Body represents a cost-effective, scalable, and constitutional solution to restoring faith in our institutions—one investigation at a time.

Respectfully submitted,
Killian Yates
