Prime Minister Starmer,

As humanitarian needs in Gaza intensify, the establishment of trusted and neutral logistics operations is now a determining factor in whether stabilization efforts succeed or fail. The current reality on the ground is not limited to the absence of violence; it is defined by whether families have safe shelter, medical care, clean water, and reliable access to aid that is not viewed as political leverage.

The United Kingdom is uniquely positioned to play a decisive role in steering the implementation of United Nations Security Council Resolution 2803 toward a humanitarian-first stabilization model. To function effectively, this model requires an operational backbone that is universally recognized as neutral, technically capable, and already present around the world in conflict and disaster environments.

The International Federation of Red Cross and Red Crescent Societies (IFRC) is unmatched in this regard. It combines:

  • global trust as a neutral humanitarian network,
  • proven field logistics and shelter management capacity,
  • experience coordinating medical support and emergency supply chains,
  • and a clear separation from political or military objectives.

I have drafted an informal proposal that outlines a practical coordination framework between the United Nations, the Board of Peace established under the Gaza plan, and the IFRC. The intent is simple: build stability on a foundation of trusted humanitarian operations, rather than attempting to bolt humanitarian structures on after political arrangements are in place.

President Macron,

The humanitarian crisis in Gaza continues to escalate beyond the current pace of stabilization efforts. The needs are immediate and interconnected: safe shelter, medical support, reliable logistics corridors, sanitation, fuel, water systems, and protected zones capable of receiving displaced people with dignity and security. These are not secondary issues to be handled after politics; they are the baseline conditions that determine whether any peace framework can survive.

With the adoption of United Nations Security Council Resolution 2803 (2025), the international community now has a defined mechanism for stabilization involving the United Nations, the Board of Peace, and an International Stabilization Force. However, for this mechanism to actually protect civilians and restore stability, it needs a humanitarian center of gravity that is accepted as neutral, trusted, and operationally ready at scale.

The International Federation of Red Cross and Red Crescent Societies (IFRC) is uniquely positioned to fill that role. It is:

  • globally recognized as a neutral humanitarian actor,
  • experienced in large-scale logistics, shelter operations, and medical support coordination,
  • and perceived by civilians as providing aid without political or military conditions.

I have prepared an informal proposal urging that the humanitarian and reconstruction phase under UNSC Resolution 2803 explicitly integrate IFRC protocols and logistics, in close coordination with the United Nations and the Board of Peace. This approach is designed to reduce friction, improve humanitarian access, and lay practical foundations for a durable peace.

Les besoins sont immédiats et profondément liés : abris sûrs, soutien médical, corridors logistiques sécurisés, assainissement, carburant, systèmes d’eau potable et zones protégées capables d’accueillir les populations déplacées dans la dignité et la sécurité. Il ne s’agit pas de questions secondaires à traiter après coup : elles constituent les conditions de base sans lesquelles aucun cadre de paix ne peut durer.

Avec l’adoption de la Résolution 2803 (2025) du Conseil de sécurité des Nations Unies, la communauté internationale dispose d’un mécanisme de stabilisation structuré, associant les Nations Unies, un Conseil de Paix et une Force internationale de stabilisation. Pour que ce mécanisme protège réellement les civils et rétablisse la stabilité, il doit s’appuyer sur un noyau humanitaire clairement identifié, reconnu comme neutre, digne de confiance et opérationnel à grande échelle.

La Fédération Internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge (FICR) est particulièrement bien placée pour assumer ce rôle. Elle est :

  • reconnue mondialement comme acteur humanitaire neutre ;
  • expérimentée dans la logistique de grande ampleur, la gestion de sites d’abris et la coordination du soutien médical ;
  • perçue par les civils comme apportant une aide non conditionnée par des objectifs politiques ou militaires.

J’ai préparé une proposition informelle visant à intégrer explicitement les protocoles et capacités logistiques de la FICR dans la phase humanitaire et de reconstruction relevant de la Résolution 2803, en étroite coordination avec les Nations Unies et le Conseil de Paix. Cette approche est conçue pour réduire les frictions, améliorer l’accès humanitaire et poser des bases concrètes pour une paix durable.
