Path to Peace: Global Civilian Protection and Denuclearization Protocol
Preamble
Recognizing the shared human responsibility to prevent the destruction of civilian life in all forms of warfare,
Acknowledging the irreversible consequences of weapons of mass destruction, and
Affirming the sovereign right of nations to defend their territory, but never at the expense of humanity’s survival —
We, the undersigned, agree to the following terms:
Article I — Civilian Airspace Protection Before WMD Use
Any nation possessing or developing weapons of mass destruction (WMD) — including nuclear, biological, chemical, or radiological arms — must issue a binding, international civilian aviation alert prior to any deployment or detonation of such weapons.
This alert must be publicly disseminated and immediately communicated to:
- The International Civil Aviation Organization (ICAO)
- All neighboring states
- All civilian airlines and airports via emergency satellite relay
The goal is to ground all civilian aircraft worldwide at least 30 minutes prior to the deployment of WMDs.
Failure to comply will be considered a war crime against civilians.
Article II — Missile Use Restrictions Beyond Borders
All sovereign nations agree that the use of missiles, drones, or long-range artillery shall be restricted to within sovereign borders unless used in direct response to a verifiable military invasion.
Preemptive or retaliatory missile use outside a nation’s territory shall be considered:
- A violation of international peace
- An act of aggression
- Grounds for immediate diplomatic and economic consequences under this agreement
This clause does not forbid defense — it limits offensive projection of mass-casualty arms.
Article III — Enforcement and Accountability
An independent Peace Oversight Council shall be established to:
- Receive and archive WMD alerts
- Monitor missile activity through neutral satellite surveillance
- Document violations and issue automatic referral to the International Criminal Court (ICC)
Signatory Commitment
This is a nonpartisan humanitarian accord. Any nation that signs commits not only to abide by these terms, but to actively encourage others to do the same through transparency, leadership, and peaceful influence.
